Η Κίνα κια η Ρωσία αμφισβήτησαν τη νομική και διαδικαστική βάση αυτής της ενέργειας, υποστηρίζοντας ότι όλες οι κυρώσεις έπαψαν οριστικά να ισχύουν στις 18 Οκτωβρίου 2025, ημερομηνία λήξης του πλαισίου της JCPOA και του Ψηφίσματος 2231.
